Embracing Ocean, Voyaging World
The Marine Alliance is composed of six fields – Ocean Policy, Smart Ocean, Ocean Biology, Ocean Resources, Ocean Industry and Ocean Culture. It links and integrates resources in each field with the concept of ecosystem, promotes research of ocean-related issues, provides government policy advices, creates industry-academia collaboration, facilitates international interactions and cooperation, and enhances recognition of Taiwan’s participation in maritime affairs globally.
Ocean nation seeks for all aspects of ocean interests, including safety, sovereign rights, resources, environment, commerce, navigation and science. When conflicts happened among these interests, it’s the nation’s ocean policy to find a balanced adjustment to handle ocean related affairs.
Smart Ocean is the combination of AI information technology and ocean activities. It represents deep fusion of industrial and AI developments of ocean related activities.
Our comprehension of ocean continues to grow with technology developments. Ocean resources cover a wide range of biological and non-biological resources such as minerals, water, energy, oil & gas, harbor and navigation which can be developed and exploited by human beings.
Taiwan is surrounded by sea with access to rich biological ocean resources. Biological technology development is crucial to developing these resources with applications in agriculture, pharmacy, food, environmental protection, and ocean industries. It is recognized as the most developing potential technology in the 21st century.
Ocean industry covers all production and service activities associated with ocean resources and space, including fishing and aquaculture; vessel, floating facilities and component manufacturing; shipping and auxiliary services; marine engineering; ocean mineral exploitation and energy development; ocean technologies; ocean environmental protection; ocean athletics, tourism and recreation industries; etc.
Ocean culture is formed with human being’s increasing participation in ocean activities such as navigation, adventure, fishing, and war, etc. The characteristics of ocean culture are migrant, open, diversified, inclusive, and developed along with non-native cultures.
It is our expectation that through the establishment of MAMA, an ocean-centered ecosystem be created in Taiwan. All sector members of industry, government, and academia participating on this networking platform will have opportunity to contribute expertise, share resources, co-work and prosper, with cohesive strength and concrete actions to realize our nation’s ocean vision of “Ecology, Security, and Prosperity”. MAMA provides a platform for cross-region collaboration. By sharing information, experience and scientific research results, aligning with global trends of focal ocean issues, promoting international trade, investment and industrial collaboration, it will advance Taiwan’s global visibility and influence to make Taiwan a real Ocean Nation – “Embracing Ocean, Voyaging World”.

Ocean is the most important ecosystem in the world, providing the most important biological and non-biological resources.
Taiwan, being an Ocean Nation, should have overall, macro maritime strategy and tactics (practices) so as to integrate the resources and strengths of Taiwan and world, ensure sustainable ocean development and utilization to steer the blue economy.
MAMA connects industry, government, and academia sectors across Asia and Mediterranean. It will be the most important international marine collaboration platform.
