MAMA Biweekly Newsletter – Nov. 25th 2020

Thoughts from CY Huang

Taiwan is definitely at the forefront of Asia’s transition towards renewable energy. It passed legislation in 2017 that requires electricity from renewable sources to increase 4% of total generation capacity to 20% by 2025.

To achieve the goal, Taiwan has already started work on several offshore wind projects. Until now, it has also involved many international participants including Macquarie Capital, Copenhagen Infrastructure Partners, and Marubeni Corporation.
Building green capital markets are very important for facilitating progress towards renewable energy.

Taiwan has enjoyed great success in its offshore wind program and, until recently, the market was dominated by international sponsors and international lenders able to lend in the local currency, together with a limited number of Taiwanese commercial banks. However, Taiwanese government policy mandating greater local content requirements for offshore wind projects, together with the trend towards a lower feed-in tariff, and difficulties with liquidity in the local currency, will increasingly drive developers to seek new opportunities elsewhere in Asia.

Considering that Green Finance has become an important international trend, and to pursue the major policies of Taiwan’s nuclear-free home, energy transformation, and environmental emission reduction, Taiwan’s policymakers need to facilitate the progress of the Green Financial Action Plan.
